MADISON, Wis. (The Cap Times) – Wisconsin Gov. Scott Walker painted a glowing picture of the state of Wisconsin under his governorship and signaled optimism for President-elect Donald Trump’s administration in his seventh State of the State address on Tuesday.
Walker zeroed in on workforce development, addressing a joint meeting of the state Senate and Assembly at 3 p.m. — several hours earlier than usual, to avoid a conflict with President Barack Obama’s farewell speech Tuesday evening.
